The 2013 Tallinn Manual on the International Law Applicable to Cyber Warfare is a non-binding document examining the application of existing international law on cyber warfare. The aim is to clarify the complex legal issues surrounding cyber operations, in particular paying attention to jus ad bellum (the international law governing the use of force by States as an instrument of their national policy) and jus in bello (the international law regulating the conduct of armed conflict).
