Statement of ASEAN and the Russian Federation on Cooperation in the Field of Security of and in the Use of Information and Communication Technologies

In this joint statement, ASEAN countries and Russia acknowledge the need to elaborate on the already proposed norms of responsible behaviour of states in cyberspace. They underline the importance of developing a peaceful, secure, and resilient rules-based ICT environment; and the need to prevent the use of information resources or technologies for criminal or terrorist purposes. Narrowing the digital divide is also highlighted. ASEAN countries also state they will consider the initiative of the Russian Federation on an ‘ASEAN-Russia Dialogue on ICT security-related issues.’
