The NATIONAL Data Revolution Policy highlights the impact of the 4th Industrial Revolution on global social and economic transformation, particularly emphasising the role of data as a valuable asset. Data science is a multidisciplinary research area crucial in the big data revolution, especially significant for developing regions like Africa. Recognising the transformative power of emerging technologies, Rwanda has strategically committed to transitioning from an agriculture-based to a digital economy. This commitment is evident in national development policies, including the Economic Development and Poverty Reduction Strategy (EDPRS II) and the SMART Rwanda Master Plan. The focus is on leveraging Information and Communication Technologies (ICT) to extend data access, foster innovation, create high-skilled jobs, contribute to economic growth, enhance decision-making, and promote a more efficient government. The policy document outlines a data revolution agenda with short, medium, and long-term actions, financing, and coordination frameworks to advance the data analytics revolution. These initiatives align with broader national priorities, establishing rules, standards, and strategies to build a resilient data ecosystem in Rwanda.
