Internet freedom (CM/REC(2016)5(1))

The recommendation highlights that the Council of Europe member states have negative and positive obligations to respect, protect and promote human rights and fundamental freedoms on the Internet. It therefore recommends to states to create an enabling environment for Internet freedom and calls on the states to carry out regular evaluations of the Internet freedom environment at the national level.
