Qatar’s National Cyber Security Strategy

In September 2024, Qatar’s National Cyber Security Agency unveiled the National Cyber Security Strategy 2024-2030, aiming to position Qatar as a global leader in the secure adoption of emerging technologies, in alignment with Qatar National Vision 2030.

The strategy is structured around five main pillars:

1. Cyber Security and resilience in the Qatar ecosystem: Enhancing the security and resilience of Qatar’s cyber environment, with particular emphasis on critical national infrastructure, based on evolving cyber risks and aligning with national priorities.
2. Legislation, regulations, and law enforcement: Developing and enforcing national legal and regulatory frameworks, governance models, and operational approaches to ensure a secure cyberspace.
3. Thriving, innovative, and data-driven economy: Supporting the development of national cybersecurity capabilities through research, development, and innovation across both public and private sectors, and promoting investments to foster a dynamic electronic industry.
4. Cyberculture and workforce talent development: Cultivating a qualified cybersecurity workforce and embedding cybersecurity awareness throughout society.
5. International cooperation and trusted partners: Playing an active role in international collaboration and cyber diplomacy, enhancing cooperation at both regional and global levels for a secure and resilient cyberspace.

The strategy is founded on core values, including shared responsibility, a risk management-based approach, results orientation, protection of individual rights, economic prosperity, and alignment and cooperation. These principles are fundamental to creating a strong national cybersecurity ecosystem and play a vital role in guiding the strategy’s effective implementation.

Qatar’s commitment to cybersecurity is further demonstrated by its achievement of a tier-1 ‘role-model’ classification in the Global Cybersecurity Index for 2024, reflecting excellence in state-level cybersecurity.

The National Cyber Security Strategy 2024-2030 represents a comprehensive, adaptable, and forward-looking framework designed to meet the evolving changes and growing cybersecurity challenges of the digital age. It emphasises the importance of collective efforts from government, private, and other relevant entities to foster trust in cyberspace and ensure Qatar’s sustainable technological progress and prosperity.
