The Qatar Digital Government Strategy (QDG) 2023 – 2025 (QDG NextGen Strategy) presents a comprehensive approach to digital transformation in Qatar. This strategy focuses on improving government efficiency, encouraging collaboration, and prioritising beneficiaries—citizens, residents, and businesses. At its heart lies a vision of building an excellence-driven digital government that works together to place people first.

Key aspirations of the QDG NextGen strategy

The QDG NextGen strategy is structured around four primary aspirations, each targeting specific areas of improvement.

  • Digital services and beneficiary engagement
    This aspiration emphasises transforming government service delivery to better align with the needs of beneficiaries. It focuses on creating meaningful, simple, and user-friendly services that cater to specific life moments and scenarios.
  • Innovative and data-driven government
    Innovation and effective use of data are central to this aspiration. By fostering technological innovation and leveraging data, the government seeks to improve policy effectiveness, decision-making processes, and operational efficiency.
  • Sustainable investments and solutions
    Ensuring long-term sustainability in ICT investments is the focus of this aspiration. It promotes private sector engagement, shared solutions, and improved procurement practices to enhance government operations without compromising quality or efficiency.
  • Digital government cultural transformation
    Cultural transformation aims to create a modern, innovative, and excellence-driven public sector. This includes increasing policy effectiveness, fostering digital literacy, and cultivating an environment that encourages experimentation and progress.

Policies under the QDG NextGen strategy

The digital transformation awareness and playbook policy is one of the foundational policies of the strategy. It aims to increase awareness of the digital transformation initiatives and improve public perception of Qatar’s digital government efforts. Through targeted awareness campaigns and marketing strategies, this policy seeks to engage government entities and beneficiaries alike, highlighting the importance and benefits of the digital transition. A central component of this policy is the digital transformation playbook. The playbook serves as a repository of guidelines, best practices, and standardized approaches that can assist government entities in implementing digital projects effectively.

The digital policies and legislation modernisation policy addresses the need for an updated regulatory framework that can support digital transformation efforts. The purpose of this policy is to modernise existing digital policies and introduce new legislation where necessary. By creating a task force dedicated to policy enhancement, the strategy ensures alignment with emerging technologies, evolving beneficiary needs, and international best practices. This policy scope includes reviewing outdated frameworks, drafting new standards, and facilitating entity-wide adoption to create a cohesive and legally sound digital ecosystem.

The data management and analytics policy focuses on optimising the use of data across government operations. It is designed to improve decision-making capabilities, streamline processes, and enhance service delivery. A central goal of this policy is to create comprehensive data management standards that align with global best practices. Additionally, a pilot analytics platform will be introduced to analyse selective datasets and generate actionable insights. This initiative will foster a data-driven culture, enabling government entities to make informed decisions that improve efficiency and policy outcomes.

The Cloud Center of Excellence policy aims to promote the adoption of cloud services across government entities. By establishing a dedicated cloud center, the strategy will provide tools, resources, and frameworks for leveraging cloud-based infrastructure. The digital transformation office acts as the orchestrator, monitoring progress and facilitating coordination between government entities. It collaborates closely with the QDG steering committee, which champions the strategic vision and ensures alignment with Qatar’s National Vision 2030. The ICT procurement group plays a crucial role in aligning technology investments with strategic priorities, while the center of excellence supports project teams with expertise and skill development.
