The declaration focuses on the issue of personal identification. It lays out the issue, in which there is a large identification gap with 1.5 billion people in the developing world lacking proof of legal identity. The document calls for strengthened identification systems to support development and the Sustainable Development Goals and portrays digital identification systems as a major possibility in this effort. For this objective, the declaration ‘identifies a set of common Principles fundamental to maximizing the benefits of identification systems for sustainable development while mitigating many of the risks’. These principles are based on the pillars of Inclusion, Design and Governance.
