Poland’s Digital Competence Development Programme (2020-2030)


The Digital Competence Development Programme 2020-2030 in Poland is a comprehensive initiative designed to enhance digital skills across various sectors of society, ranging from general citizens and government employees to specialists in the information and communication technology (ICT) sector and workers in small and medium-sized enterprises (SMEs). The program is designed to prepare the Polish population for the digital future, ensuring a wide-reaching enhancement of digital skills that are pivotal in the evolving technological landscape.

The program aims to boost digital competencies at all levels, from basic to advanced, and to foster an environment where ICT professionals can advance their skills in key emerging technologies like Artificial Intelligence (AI), cybersecurity, cloud computing, and data management.

The Digital Competence Development Programme operates within the framework of the four pillars of the EU Digital Skills and Jobs Coalition:

  1. Digital Skills for Citizens: Enhancing the digital literacy of all Polish citizens, ensuring everyone has the opportunity to acquire digital skills necessary for both professional and personal life.
  2. Digital Skills for the Labour Force: Providing targeted support to employees across various industries, particularly focusing on SMEs. The program also plans to roll out a national Integrated Qualifications System to help individuals in technology-related careers enhance their digital skills.
  3. Digital Skills for ICT Specialists: Supporting highly talented individuals who will become top-tier ICT experts. Initiatives like the Academy of Innovative Applications of Digital Technologies ‘AI Tech’ are set up to nurture advanced competencies in cutting-edge technologies.
  4. Digital Skills in Education: Starting from preschool, the intention is to progressively improve digital education throughout the early school years. Additionally, an IT Talent Development Programme 2019-2029 aims to cultivate skills in mathematics and IT among the youth.
