Papua New Guinea (PNG) is undergoing a significant digital transformation through a structured, whole-of-government approach aimed at improving service delivery, promoting inclusive economic growth, and fostering a more informed society. This transformation is anchored in PNG’s Digital Transformation Policy of 2020, which envisions a digital government that leverages technology for more effective governance and economic empowerment.

The Digital Transformation Policy outlines six key pillars:

  1. Cybersecurity & Safety: Ensuring the protection of government systems and data.
  2. Digital Infrastructure: Developing the technological backbone necessary for digital services.
  3. Digital Government: Enhancing governance through digital tools and systems.
  4. Digital Skills: Building the human capacity to operate and sustain a digital economy.
  5. Entrepreneurism: Encouraging innovation and growth in the digital business sector.
  6. Financial Inclusion: Expanding access to digital financial services to reach marginalised populations.

One of the most critical aspects of PNG’s transformation journey is the establishment of the Digital Government Act 2022, which formalises the use of digital technologies across all public sectors. This act emphasises a whole-of-government approach to technology, promoting integration and standardisation across all public systems. Central to this approach is the GovPNG Tech Stack, a framework guiding the adoption of technology across government sectors.

The key elements of the tech stack include:

  • E-Government portals: These serve as unified platforms for citizens to access various government services, such as education, civil registration, and tax services, through digital means.
  • Shared microservices: Modular services that allow for scalability and rapid deployment of new digital initiatives.
  • Cybersecurity & governance: Ensuring that all government systems, networks, and data are protected against cyber threats.
  • Secure data exchange: A system allowing different government applications to share data securely and efficiently.
  • Hosting & communications infrastructure: This includes the GovCloud and GovNetwork, ensuring secure and reliable data hosting and communication across government systems.

The transformation strategy also emphasises overcoming key challenges such as funding, scaling ICT infrastructure, and coordination between different agencies. PNG’s approach aims to build a robust foundation for digital governance while fostering regional cooperation, as encapsulated by the Pacific First initiative, which focuses on creating shared digital solutions for the Pacific region.
