Panama has been proactive in enhancing its cybersecurity framework to address the evolving digital landscape. In December 2021, the National Authority for Government Innovation (AIG) coordinated the revision and update of the National Cybersecurity Strategy, resulting in a comprehensive document tailored to the rapid evolution of information and communication technologies (ICT).
The updated National Cybersecurity Strategy for the period 2021-2024 was officially approved by Resolution No. 17, published in the Official Digital Gazette No. 29434-A. This strategy is structured around four fundamental pillars:
- Protecting privacy and fundamental rights: Ensuring the safeguarding of citizens’ privacy and fundamental rights within cyberspace.
- Deterring and punishing cybercriminal behavior: Implementing measures to prevent and penalise criminal activities in the digital realm.
- Strengthening security and resilience of critical infrastructure: Enhancing the security and resilience of the nation’s critical infrastructure against cyber threats.
- Fostering a national culture of cybersecurity: Promoting awareness and education to cultivate a robust cybersecurity culture nationwide.
This strategy reflects Panama’s vision of operating within an open, free, secure, and resilient cyberspace that upholds the rights and freedoms of its citizens. It emphasises collaborative and continuous efforts to promote universal awareness that cybersecurity is a shared responsibility.
The 2021-2024 strategy supersedes the previous National Cybersecurity Strategy and Critical Infrastructure Protection published in May 2013.
