Pan-Canadian Artificial Intelligence Strategy

Strategies and Action Plans

The Pan-Canadian Artificial Intelligence Strategy, launched in 2017, is a pioneering initiative aimed at solidifying Canada’s position as a global leader in artificial intelligence (AI) research and innovation. This strategy is a collaborative effort involving government, academia, and industry, and it is coordinated by the Canadian Institute for Advanced Research (CIFAR).

Objectives

The strategy has four primary objectives:

  1. Research and Talent Development: Strengthening AI research capabilities across Canada by attracting and retaining top-tier AI researchers and academics. This includes the establishment and support of AI research chairs and the creation of educational programs to train the next generation of AI experts.
  2. AI Clusters: Developing AI innovation clusters in three major Canadian cities—Toronto, Montreal, and Edmonton. These clusters are intended to serve as hubs of AI research and commercial application, fostering collaboration between academia, industry, and government.
  3. Commercialization and Adoption: Promoting the commercialization and adoption of AI technologies across various sectors of the economy. This involves supporting startups and existing companies in integrating AI into their operations and developing new AI-driven products and services.
  4. Policy and Ethical Frameworks: Addressing the societal and ethical implications of AI through the development of policy frameworks. This includes exploring issues related to privacy, security, bias, and the impact of AI on the workforce.

Key Components

AI Institutes

The strategy has led to the establishment of three prominent AI institutes:

  • Vector Institute in Toronto: Focused on AI research, the Vector Institute aims to drive excellence and leadership in AI, fostering industry collaboration and supporting talent development.
  • Mila (Montreal Institute for Learning Algorithms): Based in Montreal, Mila is renowned for its expertise in machine learning and deep learning, and it plays a pivotal role in advancing AI research and education.
  • Amii (Alberta Machine Intelligence Institute): Located in Edmonton, Amii is dedicated to advancing AI research and application, particularly in machine learning, to solve complex challenges in various domains.

Research Chairs

To attract and retain top AI talent, the strategy includes the creation of Canada CIFAR AI Chairs, providing funding and support to leading AI researchers. These chairs are spread across Canadian universities and research institutions, enhancing the country’s research capacity in AI.

Innovation and Commercialization Programs

Programs such as Scale AI and the Canadian Supercluster initiative support the commercialization of AI technologies. These initiatives provide funding, resources, and networks to help Canadian companies innovate and scale AI solutions, boosting the country’s economic growth.

Ethical and Inclusive AI

The Pan-Canadian AI Strategy emphasizes the importance of ethical AI development. It supports research and policy development on AI ethics, including issues like bias, fairness, and transparency. Initiatives like the AI + Society Program at CIFAR explore the broader implications of AI on society, ensuring that AI technologies are developed and deployed responsibly.

Impact and Future Directions

Since its inception, the Pan-Canadian AI Strategy has significantly enhanced Canada’s global standing in AI research and innovation. Canadian AI researchers and institutions are now recognized among the best in the world. The strategy has also led to increased investment in AI, both from the public and private sectors, and has fostered a vibrant AI ecosystem in Canada.

Moving forward, the strategy aims to build on these successes by continuing to support cutting-edge research, fostering industry-academic collaboration, and addressing emerging challenges in AI ethics and policy. As AI technologies evolve, the Pan-Canadian AI Strategy is poised to adapt and ensure that Canada remains at the forefront of the global AI landscape.
