The Nigeria E-Government Master Plan is a comprehensive framework designed to transform public service delivery through the use of information and communication technology (ICT). The vision of this initiative is to create a world-class, open, and digitized government that significantly enhances the efficiency, responsiveness, and transparency of public administration, ultimately improving the quality of life for all Nigerians.

The plan is aligned with Nigeria’s Economic Recovery Growth Plan (ERGP), leveraging ICT to enhance public service productivity, promote digital-led economic growth, and ensure transparency. It aims to position the government to be more efficient and effective in its operations, engage citizens more robustly, and foster private sector partnerships.

The architecture of the master plan includes a detailed structure of policies, strategies, and specific project initiatives such as establishing an ICT/e-Government Presidential Committee, developing a talent pool of e-Government champions, and creating an information access center. These initiatives are meticulously outlined with actions, responsible parties, timelines, and expected outcomes to ensure clear execution and accountability.

To support these changes, the plan sets up a robust organisational framework that specifies roles and responsibilities across different government bodies. It also emphasises capacity development and public awareness to improve ICT competencies across all levels of government and among citizens.

Moreover, the plan identifies potential risks and challenges with strategies to mitigate them and establishes a post-implementation strategy to monitor, evaluate, and maintain e-Government initiatives, ensuring their sustainability and continuous improvement.

The expected outcomes of implementing the e-Government Master Plan include improved transparency and accountability in government processes, enhanced efficiency, and cost-effectiveness of public service delivery, increased citizen satisfaction, and a strengthened ICT industry through robust partnerships with the private sector.
