Niger’s ‘Niger 2.0‘ strategy is a comprehensive initiative aimed at leveraging digital technologies to drive sustainable socioeconomic development across the country. Spearheaded by the National Agency for the Information Society (Agence Nationale pour la Société de l’Information, ANSI), this strategy encompasses several key components:

1. E-Government services

The strategy emphasises the digitization of government services to enhance efficiency, transparency, and accessibility for citizens. This includes the development of online platforms where citizens can access various administrative services, thereby reducing bureaucratic delays and improving service delivery.

2. Smart villages initiative

A pivotal element of Niger 2.0 is the Smart Villages project, which aims to connect approximately 15,000 villages digitally. This initiative focuses on providing broadband infrastructure to improve internet access in rural and remote areas, facilitating access to services in health, education, agriculture, and commerce.

3. Technopole – city of innovation

The creation of a Technopole, or City of Innovation, is intended to serve as a hub for technological advancement and entrepreneurship. This centre focuses on key sectors such as agriculture, energy, health, and education, aiming to foster innovation and position Niger as a leader in technological excellence within the region.

4. Promotion of digital technologies

Niger 2.0 actively promotes the adoption of digital technologies among the general population, with particular emphasis on youth and women. This involves organising events like open house days for ICT (Information and Communication Technologies) to raise awareness and encourage digital literacy.

5. Collaboration and partnerships

The strategy underscores the importance of collaboration with various stakeholders, including government entities, the private sector, civil society, international organisations, and local communities. Effective partnerships are seen as crucial for mobilising resources, sharing knowledge, and coordinating efforts for harmonious ICT development.

6. Infrastructure Development

Strengthening telecommunications infrastructure is a cornerstone of Niger 2.0. This includes investments in fibre optics, wireless technologies, data centres, and connectivity infrastructures to ensure reliable and fast internet access nationwide.

7. Capacity Building and Training

The strategy involves implementing programs for ICT awareness and training, including workshops, online courses, and campaigns in schools, communities, and businesses. These efforts aim to enhance digital skills and promote responsible ICT usage among the population.

Through the Niger 2.0 strategy, the government envisions a digitally inclusive society where technology serves as a catalyst for development, bridging the urban-rural divide and fostering innovation across all sectors.
