Strategies and Action Plans

The Netherlands Cybersecurity Strategy 2022-2028 aims to contribute to an open, free, and secure cyber domain and maintain a digitally resilient Netherlands. The strategy includes an action plan with concrete actions to secure the Netherlands digitally, such as strengthening the National Cybersecurity Centre and promoting international cooperation.

The vision of the Netherlands Cybersecurity Strategy 2022-2028 is to establish a digitally resilient Netherlands, capable of withstanding, responding to, and recovering from various cyber threats and incidents. The strategy aims to maintain a secure and open digital environment, ensuring that the country can benefit from the opportunities presented by digital technology while safeguarding its security and public values. The strategy is based on four pillars and five prorities.

Four pillars:

  • Pillar I: Cyber resilience of the government, businesses and civil society organisations;
  • Pillar II: Secure and innovative digital products and services;
  • Pillar III: Countering cyber threats posed by states and criminals;
  • Pillar IV: Cybersecurity labour market, education and cyber resilience of the public.

Five priorities:

  1. Understanding the threat. Be more aware of cyber threats so that we know and understand them.
  2. More cybersecurity specialists. Ensure sufficient cyber expertise is available on the labour market so that we can meet the challenges we face.
  3. Government and sectors taking responsibility. Be aware of and understand risks and threats.
  4. Better supervision and the necessary legislation. Legislation to ensure that frameworks are clear and verifiable.
  5. Clear information via a national cyber authority. Review of national cybersecurity system to ensure effective and efficient use of cyber capabilities.
