The Declaration, issued by the Heads of State and Government participating in the meeting of the North Atlantic Council in Lisbon, states that NATO will take into account the cyber dimension of modern conflicts in its doctrine. NATO will improve its capabilities to detect, assess, prevent, defend and recover in case of a cyber-attack against systems of critical importance to the Alliance. It states NATO Computer Incident Response Capability (NCIRC) will be brought to Full Operational Capability (FOC) by 2012. All NATO bodies will be brought under centralised cyber protection. The Declaration also reveals that the Council will develop a NATO cyber defence policy and an action plan for its implementation.
