The development plan for the electronic communications industry from 2021 to 2027 aims to establish a robust and forward-looking foundation for Latvia’s digital and communication infrastructure. The overarching objective is to enhance connectivity, improve service quality, and align with broader European Union directives and global technological advancements. This plan is built around a detailed understanding of the current state of infrastructure and the evolving demands of digital communication.
One key focus is the development of broadband infrastructure, which includes the deployment of high-capacity 5G networks. Specific efforts are directed at creating advanced infrastructure along major corridors such as Via Baltica and Rail Baltica. These projects are designed not only to strengthen domestic connectivity but also to integrate Latvia into the broader European digital framework, facilitating seamless communication and transport networks across member states.
The plan recognises the critical role of both ‘middle-mile’ and ‘last-mile’ network infrastructure in ensuring comprehensive digital coverage. The ‘middle mile’ refers to the segments of the network that connect local access points to the core internet, while the ‘last mile’ focuses on direct connections to end users. By addressing these areas, the plan seeks to ensure that both urban and rural areas have equitable access to high-performance internet services.
Another central pillar of the plan is enhancing the security of electronic communication networks and services. This involves the creation of shared cybersecurity infrastructure to protect against threats and vulnerabilities. Additionally, the promotion of trusted digital services, such as electronic signatures and electronic identities, is aimed at building public trust and encouraging widespread adoption of digital tools.
The integration of Latvia’s efforts with broader EU policies is an important aspect of the plan. It aligns national objectives with EU directives on reducing broadband costs and fostering high-speed network expansion. By doing so, it supports the development of a digital economy that is competitive on a global scale while addressing local socioeconomic needs.
Furthermore, the plan identifies strategic sectors that require high-speed internet for their innovative growth. These sectors include smart transport systems, advanced healthcare solutions, digital media and entertainment, smart manufacturing, and digital education platforms. The development of electronic communication infrastructure is seen as a foundation for enabling these sectors to achieve their potential.
In addition to technical enhancements, the plan also emphasises capacity development. This includes establishing competence centres to train local stakeholders and providing technical assistance to project developers. These initiatives aim to ensure that the workforce and organisational structures can support and sustain the planned advancements in digital infrastructure.
