Latvian Cybersecurity Strategy 2023-2026


The Latvian Cybersecurity Strategy for the period of 2023-2026 outlines key avenues for national cybersecurity policy. The strategy defines Latvia’s current cybersecurity landscape and also identifies future challenges.

The objective of the strategy is to strengthen the security of Latvia’s cyber domain. This involves enhancing cyber defence capabilities, fortifying resilience against cyber assaults, and fostering public consciousness regarding cyber threats.

The strategy encompasses five primary pillars of action:

  1. Enhancing cybersecurity governance
  2. Advocating for cybersecurity and reinforcing resilience
  3. Promoting public awareness, education, and research initiatives
  4. Facilitating international cooperation and upholding justice in cyberspace
  5. Preventing and combatting cybercrime

The development of this cybersecurity strategy aligns with prevailing European Union regulations in the field, while also integrating national digital policy objectives. This harmonized approach ensures the cohesive advancement of Latvia’s digital and cybersecurity endeavours.
