Korea’s National Quantum Strategy, outlines the country’s comprehensive approach to leveraging quantum science and technology. It aims to propel Korea into a leading position in the global quantum economy by 2035. The strategy emphasises the significance of quantum technology for enhancing national competitiveness and addressing global challenges.
Why Quantum Science and Technology?
Quantum science and technology harness quantum physics’ properties to enable ultra-fast computation, ultra-secure communication, and ultra-precise measurements. Quantum objects, demonstrating characteristics such as superposition and entanglement, are central to advancements in various fields, including computing, communication, and sensing.
The Future Shaped by Quantum Science and Technology
Vibrant Quantum Economy
Quantum technology is expected to revolutionise Korea’s major industries, such as semiconductors, automobiles, shipbuilding, steel, and petrochemicals. The integration of quantum science will enhance production efficiency, optimise manufacturing processes, and drive advancements in artificial intelligence and biotechnology. Quantum computers will enable high-speed, large-scale data processing, accelerating the development of advanced industries.
Quantum for Safe Society
Quantum cryptography communication will provide hack-free, ultra-fast information security, crucial for protecting personal data in communication, financial transactions, and medical records. Quantum sensors will improve disaster and accident prevention, allowing early detection of natural disasters, gas leaks, and fires.
Quantum for Better Daily Life
Quantum technology will enhance healthcare, meteorology, and transportation. Quantum computers and sensors will improve disease diagnosis, weather prediction, and transportation services, leading to a safer and healthier daily life.
Korea’s Vision and Policy Objectives for Quantum Science and Technology
Korea aims to invest over 3 trillion KRW in public-private joint ventures by 2035, focusing on developing key quantum talents, advancing quantum materials and equipment, and fostering technology alliances. The strategy envisions Korea as a global quantum leader, with significant contributions to the global quantum economy.
Three-Phase Development Strategies
Phase I (2023-2027): Building the Quantum Ecosystem
Focus on industrialising quantum sensors and quantum cryptography communication. Develop foundational technologies for quantum networks and support quantum research infrastructure. Expand the key quantum workforce to 700 individuals.
Phase II (2028-2031): Domesticating Quantum Computing Systems
Develop a 1,000-qubit quantum computer with world-class reliability. Demonstrate inter-city quantum networks and quantum sensor convergence systems. Expand the quantum workforce to 1,400 individuals.
Phase III (2032-2035): Leading the Global Quantum Economy
Achieve a quantum science technology level of 85% compared to leading countries. Expand the quantum key workforce to 2,500 individuals and establish a robust quantum industry ecosystem. Demonstrate the interconnectivity of quantum devices and drive disruptive innovation.
Policy Orientations
Securing Quantum Workforce
Korea plans to nurture 2,500 key quantum workforce members by 2035 through expanded quantum graduate schools and research institutions. Early quantum education programs will be introduced to foster interest and talent from a young age.
Mission-Oriented Research and Development
The government will support the development of a 1,000-qubit quantum computer and secure enabling technologies. Efforts will focus on advancing quantum computing, communication, and sensor technologies through mission-oriented R&D.
Advancing Infrastructures for Quantum Research and Industry
Korea will expand public quantum fabs and support the industrialisation of quantum foundries. Efforts will be made to secure quantum materials and parts manufacturing technologies to support quantum science and technology advancement.
Laying the Groundwork for a Quantum Economy
The government will support the entry into the quantum industry through exploration and empirical research. Quantum startups will be fostered through incubation projects and financial support, aiming to create a vibrant quantum industry ecosystem.
Application to National Defense and Security
Quantum science and technology will be strategically invested in the defense sector. The government will establish a quantum security ecosystem and support the transition to post-quantum cryptography to ensure national security.
Becoming a Global Quantum Leader
Korea will strengthen international cooperation through strategic technology alliances. Efforts will focus on workforce exchanges, research collaboration, and securing key core technologies to address global supply chain issues.
Establishing a Sustainable Support System
A comprehensive Quantum Act will be enacted to develop quantum science and technology. National quantum governance will be strengthened, and private organisations will be activated to enhance public-private cooperation. Strategic investments in quantum science and technology will be promoted through public-private collaboration.
