Japan’s Cybersecurity Strategy 2021

Japan’s Cybersecurity Strategy 2021 is the third one under the Basic Act on Cybersecurity, which was implemented in 2015 to promote the cybersecurity policy. The strategy outlines basic directions of Japan’s cybersecurity policies for the coming three years domestically and internationally. The strategy aims to ensure a free, fair, and secure cyberspace, improve socio-economic vitality and sustainable development, build a society where people can live safe and secure lives, and ensure peace and stability of the country. To ensure safety and security of cyberspace, Japan will place a higher priority on cyber issues in diplomatic and national security agenda.

The main objectives of the strategy are as follows:

  1. Ensure a free, fair, and secure cyberspace.
  2. Improve socio-economic vitality and sustainable development.
  3. Build a society where people can live safe and secure lives.
  4. Ensure peace and stability of the international community and national security.

The strategy aims to achieve these objectives through various measures, including:

  • Strengthening the public-private coordination in terms of information sharing, analysis, and response for sustainable provision of services by governmental bodies and Critical Information Infrastructure (CII) operators.
  • Ensuring cybersecurity to protect Japan’s advanced technology and critical infrastructure.
  • Conducting comprehensive training and exercises to respond to highly sophisticated cyberattacks that might be state-sponsored.
  • Revising several laws to implement active cyber defense, such as the Telecommunications Law and the Unauthorised Computer Access Prohibition Law.
  • Enhancing cooperation with like-minded countries, including the United States, Australia, India, and ASEAN members, and leading international cyber exercises.
