Hungary’s National Strategic Plan is a comprehensive roadmap developed to achieve the objectives outlined in the European Parliament and Council’s Decision (EU) 2022/2481, dated 14 December 2022, which establishes the Digital Decade Policy Program 2030. This plan, officially published in Budapest on 4 December 2023, represents Hungary’s commitment to the digital transformation necessary to meet the ambitious goals set by the European Union.

The National Strategic Plan is a detailed blueprint that outlines a series of actions and initiatives aimed at enhancing Hungary’s digital infrastructure, skills, economy, and public services. These efforts are designed to integrate Hungary more deeply into the digital economy and ensure that the country remains competitive in the rapidly evolving digital landscape of the European Union.

Key Objectives of the National Strategic Plan

  1. Digital Infrastructure Development: The primary focus is on ensuring the availability of high-speed internet access across the entire country, including rural areas. Significant emphasis is placed on the expansion of 5G networks and the strengthening of cybersecurity measures to protect this infrastructure.
  2. Digital Education and Training: The plan prioritizes the widespread adoption of digital tools and technologies in education. It aims to improve digital competencies among students and educators, thereby fostering greater social participation and inclusion. The plan also includes provisions for lifelong learning to ensure that citizens continue to develop the digital skills necessary for modern work environments.
  3. Digital Economy and Innovation: The strategy seeks to support innovation, the digital transformation of businesses, and the implementation of Industry 4.0 principles. It highlights the importance of e-commerce and online business models, as well as research and development in digital technologies, to maintain Hungary’s competitiveness in the European and global markets.
  4. Digital Public Administration: Another critical component is the modernization of government services to make them more accessible and efficient for citizens and businesses. This includes the expansion and enhancement of e-government services, with a particular focus on improving digital health services, where Hungary already performs above the European average.

The plan’s overarching goal is to ensure that Hungary effectively adopts new technologies and digital solutions across these key areas. By doing so, the country aims to fully realize the objectives of the Digital Decade Policy Program 2030, thereby securing its place as a leader in digital innovation within the European Union.
