Summary

The Norwegian Post and Telecommunications Authority (NPT), in collaboration with industry players, developed network neutrality guidelines to ensure the Internet remains an open, non-discriminatory platform for communication and content distribution. These guidelines, endorsed by various stakeholders including ISPs, industry organizations, content providers, and consumer protection agencies, aim to establish widely accepted principles of network neutrality. Although they lack formal legal status and NPT cannot enforce sanctions based on them, the guidelines identify three core principles, each detailed in dedicated sections. Evaluations should consider the overall framework rather than individual principles. Updates to the guidelines may occur as necessary.
