The Greek national digital strategy, Βίβλος Ψηφιακού Μετασχηματισμού 2020–2025, is an ambitious and comprehensive plan led by the Ministry of Digital Governance to modernise the country through the adoption of digital technologies. The strategy outlined in this document reflects a fundamental shift in how the state, economy, and society function—placing digital technologies at the heart of policymaking, service delivery, and economic growth. It is not just a roadmap of technological upgrades; it is a cohesive national vision


Vision and goals

The core vision is to build a modern digital Greece by leveraging the Fourth Industrial Revolution. It aims to close the gaps from the Third Industrial Revolution and strengthen the country’s digital maturity.

The strategy is centred around seven key objectives:

  1. Universal, fast, and secure internet access.
  2. Development of digital skills for all citizens.
  3. Support for digital innovation.
  4. Productive use of public sector data.
  5. Integration of modern technologies in all economic sectors.
  6. Digital transformation of every Greek enterprise.
  7. Creation of a user-friendly digital state.

The strategy is based on guiding principles such as inclusivity, transparency, interoperability, data security, and citizen-centric service design.

The governance model involves:

  • The Ministry of Digital Governance as the central authority.
  • Coordination with public institutions, the private sector, research centers, academia, and civil society.
  • Monitoring and updating the strategy regularly.
  • Dedicated units for implementation, procurement, funding, and agile development methodologies.

2. Digital Skills

  • Integration of IT and coding into all education levels.
  • Establishment of a Digital Citizen Academy.

3. Digital Public Services

  • Expansion of gov.gr as a unified portal.
  • Single Sign-On authentication.
  • Central notification and citizen feedback systems.
  • Accessibility and data protection by design.

4. Digital Businesses

  • E-commerce support and digital invoicing systems.
  • Export digitization services.
  • Integration with national fiscal systems.

5. Innovation

  • Support for startups and Digital Innovation Hubs.
  • Open data as a fuel for innovation.
  • Cross-sector collaborations to boost R&D and tech transfer.

6. Public Data Use

  • A national data governance model.
  • High-value data repositories and open data platforms.

7. Advanced Technologies

  • Investments in AI, blockchain, quantum-safe cryptography.
  • High-performance computing infrastructure.
  • Applied research in health, education, and government services.
