October 2024
Strategies and Action Plans
Ghana’s National Cybersecurity Policy and Strategy (NCPS) serves as a comprehensive framework designed to safeguard the nation’s digital infrastructure and bolster its cyber resilience. Launched to address the escalating cybersecurity threats accompanying rapid digital transformation, the NCPS outlines strategic measures to protect critical national information infrastructure and ensure a secure cyberspace for all citizens.
Key objectives of the NCPS:
- Protection of Critical Information Infrastructure (CII): The policy emphasises the identification and protection of essential information systems and assets vital to national security, public health, safety, and economic stability.
- Legal and regulatory frameworks: The strategy advocates for the development and enforcement of robust cybersecurity laws and regulations to deter cybercrime and promote a secure digital environment.
- Capacity development and awareness: Recognising the importance of human capital, the NCPS focuses on enhancing cybersecurity education, training, and awareness programs to equip individuals and organisations with the necessary skills to combat cyber threats.
- Incident response and management: The policy establishes protocols for effective detection, reporting, and response to cybersecurity incidents, ensuring timely mitigation of potential threats.
- International cooperation: Acknowledging the global nature of cyber threats, the NCPS promotes collaboration with international partners to share best practices, intelligence, and resources in combating cybercrime.
Implementation and oversight:
The Cyber Security Authority (CSA) of Ghana is tasked with implementing and overseeing the NCPS. Established under the Cybersecurity Act, 2020 (Act 1038), the CSA regulates cybersecurity activities, develops cybersecurity in the country, and oversees the implementation of relevant policies.
