Strategies and Action Plans

​Ghana’s National Artificial Intelligence Strategy (2023–2033) outlines a comprehensive plan to harness AI for inclusive and sustainable socioeconomic development. Developed by the Ministry of Communications and Digitalisation with support from Smart Africa, GIZ FAIR Forward, and The Future Society, the strategy positions Ghana as a leader in AI within Africa and beyond. ​

Mission and vision

  • Mission: To leverage AI for inclusive growth across all sectors, enhancing the quality of life for Ghanaians and establishing the country as a trailblazer in AI leadership.​
  • Vision: By 2033, transform Ghana into an AI-powered society where AI advancements drive social and economic transformation, enabling competitiveness in the global digital economy and positioning Ghana as an African AI hub.​

Strategic pillars and key policy recommendations

The strategy is structured around eight strategic pillars, each encompassing specific policy recommendations:

  1. Expand AI education and training: Integrate AI into educational curricula at all levels to build a knowledgeable workforce.​
  2. Empower youth for AI jobs of the future: Develop programs to equip the youth with skills necessary for AI-related employment opportunities.​
  3. Deepen digital infrastructure and inclusion: Invest in robust digital infrastructure to ensure widespread access and bridge the digital divide.​
  4. Facilitate data access and governance: Establish frameworks for data accessibility and governance to support AI development while ensuring privacy and security.​
  5. Coordinate a robust AI ecosystem and community: Foster collaboration among stakeholders to create a dynamic AI community that drives innovation.​
  6. Accelerate AI adoption in key sectors: Promote AI integration in critical sectors such as healthcare, agriculture, finance, and education to enhance efficiency and outcomes.​
  7. Invest in applied AI research: Support research initiatives that address local challenges and contribute to global AI advancements.​
  8. Promote AI adoption in the public sector: Encourage the use of AI in government operations to improve public service delivery and policy-making.​

Target sectors for AI implementation

The strategy identifies seven key sectors for AI application:

  • Healthcare: Enhance diagnostics, treatment, and patient management.​
  • Smart electricity grid: Optimise energy distribution and consumption.​
  • Environment and circular economy: Monitor environmental changes and promote sustainable practices.​
  • Transportation: Improve traffic management and logistics.​
  • Agriculture: Increase productivity and efficiency in farming practices.​
  • Land and natural resources: Manage resources effectively and sustainably.​
  • Financial services: Enhance financial inclusion and security.​

Implementation and oversight

A dedicated Responsible AI (RAI) Office will oversee the strategy’s implementation, ensuring alignment with ethical standards and national development goals. The RAI Office will coordinate efforts across sectors, monitor progress, and facilitate stakeholder engagement. ​

Collaborative efforts and international engagement

Ghana is committed to collaborating with other African nations and international partners to fund AI projects and develop national AI strategies tailored to regional needs. This collaborative approach aims to position Africa as a significant player in the global AI landscape. ​

Through this strategic framework, Ghana aims to harness AI’s potential to drive economic growth, improve public services, and enhance the overall quality of life for its citizens, solidifying its position as an AI leader in the region.
