The document addresses the issue of freedom of expression online and among other things looks at the state commitments and limitarions on expression, as well as the role played by Internet service providers, in particular in the context of direct restrictions, privacy and transparency. It also looks at the role of search engines and social network platforms. Lastly, it tackles the issue of gender and related challenges such as access and harassment.
