The Communication from the European commission highlights ICT as highly important for individuals across Europe and focuses on the European i2010 initiative on e-Inclusion. The idea of e-Inclusion aims for an information society for all, where every individual may participate in the information society. ‘E-Inclusion is a key enabler of the goals of economic and social progress’ of the Lisbon Agenda, but despite valuable initiatives, the communication recognizes a lack of progress and failure to achieve targets set in the 2006 Ministerial Riga Declaration. Therefore, the ‘communication proposes a European Initiative on e-Inclusion’, consisting of: 1. An e-Inclusion campaign “e-Inclusion, be part of it!”. 2. A strategic framework for action to implement the Riga Ministerial Declaration.
