The 2023 Report on the state of the Digital Decade by the European Commission assesses the EU’s overall progress towards achieving the goals set in the Digital Decade Programme 2030.
Alongside this main report, there is an accompanying annex with individual assessments for each member state.
It first reviews digital policy developments by concentrating on achievements towards the objectives set for digital infrastructures, the digitalisation of businesses and public services, cybersecurity, and digital skills. The report highlights the need for member states to collectively accelerate efforts in digital technologies through policy measures and investment in digital technologies, skills, and infrastructures.
As stated in the report, the European Declaration on Digital Rights and Principles for the Digital Decade serves as a guideline for policymakers and companies in navigating new technologies for the EU’s desired digital transformation. Therefore, an assessment and evaluation of how well the EU adheres to its principles and commitments outlined in the European Declaration is also included in the report.
