The Digital Mauritius 2030 Strategic Plan outlines a comprehensive strategy for transforming Mauritius into a technology-driven, high-income, and inclusive economy by 2030.
The strategy envisions a highly interconnected society with access to the knowledge required for fostering an innovation-driven culture. Its mission is to boost the digital economy and broaden public service delivery to promote inclusiveness and innovation.
Strategic framework
The strategy is structured around five key ‘strategic waves’:
- ICT infrastructure and broadcasting
- Development of world-class network infrastructure, including submarine cables, satellite connectivity, and backhauls.
- Promotion of emerging technologies like AI, IoT, Big Data, and 5G.
- Establishment of resilient data centres for public services.
- E-Government and business facilitation
- Introduction of streamlined procurement and legal frameworks to enable agile digital transformation.
- Creation of end-to-end digital services with paperless transactions and mobile-friendly platforms.
- Deployment of data-driven initiatives like the InfoHighway platform and open data policies.
- Talent management
- Scholarship schemes for emerging technologies like AI and blockchain.
- Training programs to address skills gaps, particularly in ICT.
- Enhancement of educational curricula to include digital literacy, critical thinking, and problem-solving.
- Cybersecurity and cybercrime
- Establish a legal framework for cybersecurity and expand CERT-MU’s role.
- Implementation of national cyber threat centres and regional capacity-building programs.
- Promotion of secure cyberspace to foster trust in online services.
- Innovation and emerging technologies
- Establishment of the Mauritius Artificial Intelligence Council (MAIC) and promotion of robotics and fintech.
- Research and development hubs should be developed to support innovation.
- Simplification of administrative processes for startups and entrepreneurs.
Enabling environment
The success of the strategy depends on:
- Legal and regulatory frameworks for data protection, intellectual property, and spectrum management.
- Governance reforms for aligning ICT policies with business and societal needs.
- Development of partnerships and collaboration at regional and international levels.
Implementation timeline
The strategy includes short-term, medium-term, and long-term actions, ensuring phased development and consistent progress across sectors.
Expected outcomes
- Strengthening Mauritius as a regional ICT hub.
- Increasing ICT’s GDP contribution to 10% and creating 50,000 jobs by 2030.
- Enhancing citizen and business access to digital services.
- Establishing Mauritius as a leader in cybersecurity and innovation in Africa
