The Digital Government Plan 2023-2027 for Papua New Guinea is a comprehensive strategy for advancing the country’s public sector services through digital transformation. This plan, mandated by the Digital Government Act 2022, aims to modernise government services using digital technologies and improve efficiency, transparency, and accessibility.
Key goals of the plan include:
- Government-to-Government (G2G): It involves the integration of government departments and agencies to enable information sharing, collaboration, and streamlining of government processes. The goal is to reduce duplication and promote efficiency across the public sector.
- Government-to-Business (G2B): The plan aims to create digital platforms that facilitate interactions between the government and businesses, making it easier for businesses to access government services, comply with regulations, and engage in economic activities. This will help drive economic growth by supporting the business sector.
- Government-to-Citizens (G2C): The plan focuses on improving the delivery of public services to citizens through digital platforms, such as e-passports, e-health, e-education, and e-justice. These services will allow citizens to access important services online, enhancing convenience and reducing costs.
- Digital infrastructure: The plan emphasises the need for modern and resilient digital infrastructure, including government-leased cloud services, a private government network, and internet exchange points (IXPs) to ensure secure and efficient service delivery.
- Cybersecurity and cyber safety: To protect the digital services being introduced, the plan includes measures to strengthen cybersecurity through the establishment of a National Cyber Security Centre (NCSC) and related initiatives, ensuring the safety and security of data and systems.
The plan will be implemented over a five-year period, with programs and actions organised into short-term, medium-term, and long-term phases. This includes the rollout of essential services, infrastructure development, and ongoing evaluation of digital initiatives to ensure success.
