Declaration on freedom of communication on the internet

Resolutions and Declarations

In the Declaration, member states of the Council of Europe recall the right to freedom of expression and information, as guaranteed by article 10 of the Convention for the Protection of the Human Rights and Fundamental Freedoms. The Declaration acknowledges that the freedom of expression and the free circulation of the Internet need to be reaffirmed, and that barriers to Internet access need to be removed. They also affirm their adherence to several principles in the field of communication such as freedom to provide services via the Internet, anonymity and content rules for the Internet.
