The European Union acknowledges the growing use of the Internet and communication technologies, which present both opportunities and risks, especially for children. The programme aligns with the Lisbon strategy and the i2010 initiative, aiming to create a secure, high-bandwidth Single European Information Space. It builds on prior initiatives, such as the Safer Internet Action Plan and the Safer Internet Plus programme, and includes measures for international cooperation and best practices exchange.

The programme supports educational initiatives for parents, carers, and educators and emphasizes the importance of preventing online threats, harassment, and exploitation of children. It also highlights the need for effective age verification systems and positive content for children. The programme is set to run from 2009 to 2013 with a budget of EUR 55 million and involves collaboration with Member States, international organizations, and third countries.
