Strategies and Action Plans

Croatia’s National Cyber Security Strategy was adopted in October 2015, focusing on seven strategic goals identified by ENISA’s self-assessment classification. Key priorities include cybercrime prevention, international cooperation, incident reporting mechanisms, research and development, balancing security with privacy, and enhancing baseline security requirements. The strategy aims to build a safe and secure environment in cyberspace, foster economic growth, and protect critical infrastructure. It emphasizes the establishment of efficient information-sharing mechanisms, increased awareness, and the promotion of harmonized educational programs and research.

To implement the strategy, an Action Plan was published in 2022, led by the Information Systems Security Bureau (ZSIS), which serves as the national competent authority for network and information security.
