The ‘Cambodia Digital Economy and Society Policy Framework 2021-2035’ is an extensive government document developed by the Royal Government of Cambodia, aimed at establishing a strategic blueprint for fostering a vibrant digital economy and society within the Kingdom.

This policy framework aims to build a digital economy that will become both a new economic growth driver and an ecosystem that contributes to increasing productivity and economic efficiency and improving the well-being of the people of Cambodia’s digital society.

Vision and objectives

The policy framework envisions creating a dynamic digital economy and society by promoting digital adoption and transformation across all sectors—including the government, businesses, and citizens—to drive economic growth and enhance social welfare in the new normal post-COVID-19 era.

To achieve its vision and objectives, this policy framework determines key parts that are the foundation and pillars of building a digital economy and society within a 15-year timeframe, from building fundamentals to digitally revolutionising the economic and social spheres. 

Principles and strategic directions

The policy framework is built around three main principles:

  1. Building digital foundations: Developing essential digital infrastructures such as connectivity, payment systems, and logistic solutions.
  2. Digital adoption: Encouraging the uptake of digital technologies across public services, businesses, and among citizens.
  3. Digital transformation: Leveraging digital technologies to transform economic and social activities, improving efficiency and productivity.

Key policy measures

The framework outlines specific policy measures structured around two foundations and three pillars:

  • Foundations:
    1. Infrastructure development: Enhancing digital connectivity and financial technology infrastructures.
    2. Building trust and confidence: Establishing a secure and reliable digital environment through responsive legal frameworks and robust cybersecurity measures.
  • Pillars:
    1. Digital citizens: Fostering digital literacy and skills among the populace to enable them to participate fully in a digital society.
    2. Digital government: Transforming government services to be more efficient and accessible through digital platforms.
    3. Digital businesses: Supporting businesses to embrace digital technologies to improve competitiveness and integration into global digital value chains.

Implementation framework

The framework specifies an institutional mechanism for coordinating and monitoring the implementation of digital initiatives. This includes the establishment of a ‘National Council for Digital Economy and Society,’ which will oversee the strategy’s execution and adjust policies as necessary to align with technological advancements and societal needs.

Risk management

A comprehensive risk management strategy is integrated, addressing potential domestic and external challenges that could impact the successful implementation of digital transformations, such as cybersecurity threats and rapid technological changes.

Monitoring and evaluation

Mechanisms for ongoing evaluation are included to ensure the policy measures are effectively contributing towards the stated goals and adapting to changing conditions.
