BEUC’s recommendations on harmonising cross-border procedural matters in the GDPR

The European Consumer Organisation (BEUC) has published its recommendations in relation to the European Commission’s initiative that seeks to specify procedural rules relating to the enforcement of the General Data Protection Regulation (Regulation (EU) 2016/679) (GDPR). The GDPR seeks to guarantee people’s fundamental rights to effectively protect personal data. The BEUC welcomes Commission’s initiative and notes that procedural harmonization between national systems is an essential aspect of GDPR application and enforcement.

The three main recommendations are:

  • The mutual recognition of admissibility of complaints and data subject representation;
  • Equal procedural rights for all parties of the procedure;
  • Efficient and close cross-border cooperation between the Data Protection Authorities (DPAs).
