Argentina has taken important steps to enhance its cybersecurity framework through the adoption of the Second National Cybersecurity Strategy, approved in September 2023 under Resolution 44/2023 by the Secretariat of Public Innovation. Prepared by the National Cybersecurity Committee, this strategy sets out key national guidelines for the protection of cyberspace, aiming to prevent threats that could affect state institutions, essential services, private organisations, and citizens. It also integrates cross-cutting themes such as gender perspectives, human rights, and protection for vulnerable groups, while addressing the risks posed by emerging technologies, including the internet of things (IoT), 5G networks, and cloud computing. Moreover, it emphasises digital sovereignty and encourages an inclusive, collaborative governance model.

The strategy is built around eight guiding principles: peace and security in cyberspace, respect for human rights and fundamental freedoms, capacity-building and federal strengthening, international cooperation, a culture of cybersecurity and shared responsibility, support for socioeconomic development, protection for vulnerable and historically marginalised groups, and the promotion of gender perspectives and human rights.

In line with these principles, the strategy defines 42 specific measures aimed at achieving several key objectives. These include strengthening federal cybersecurity institutions, safeguarding critical national infrastructure, securing and restoring public sector information systems, improving prevention, detection, and response mechanisms, advancing cybersecurity education and public awareness, updating the legal framework to address digital threats, fostering international collaboration, and promoting the development of Argentina’s cybersecurity industry.
