This Protocol is an additional protocol to the Council of Europe Convention on Cybercrime. It extends the Convention’s scope in order to cover offences of racist or xenophobic propaganda through computer systems. The Protocol requires participating States to criminalize the dissemination of racist and xenophobic material through computer systems, as well as of racist and xenophobic motivated threats and insults. It also covers the denial, gross minimisation, approval or justification of genocides or crimes against humanity.
