On July 26, the 2025 World Artificial Intelligence Conference and High-level Conference on Global Governance of Artificial Intelligence released the Action Plan for Global Governance of Artificial Intelligence. The full text is as follows:
Action Plan for Global Governance of Artificial Intelligence
Artificial intelligence is a new field of human development, an important driving force for a new round of scientific and technological revolution and industrial transformation, and an international public good that benefits mankind. Artificial intelligence brings unprecedented development opportunities, as well as unprecedented risks and challenges. In the era of intelligence, only by working together can we fully realize the potential of artificial intelligence while ensuring its safety, reliability, controllability and fairness, and finally implement the relevant commitments of the United Nations Compact for the Future and its annex, the Global Digital Compact, to create an inclusive, open, sustainable, fair, secure and reliable digital and intelligent future for all. To this end, we propose the Action Plan for Global Governance of Artificial Intelligence, calling on all parties to take effective actions to jointly promote global AI development and governance on the basis of following the goals and principles of serving the people for good, respecting sovereignty, development orientation, security and controllability, fairness and inclusiveness, and open cooperation.
1. Jointly seize the opportunities of artificial intelligence. We call on governments, international organizations, enterprises, scientific research institutions, civil society institutions and individual citizens to actively participate and work together to accelerate the construction of digital infrastructure, jointly explore cutting-edge innovations in artificial intelligence technology, promote the popularization and application of artificial intelligence on a global scale, and maximize the great potential of artificial intelligence in empowering global economic and social development, helping to implement the United Nations 2030 Agenda for Sustainable Development, and responding to global challenges.
2. Promote the innovation and development of artificial intelligence. Adhering to the spirit of openness and sharing, encourage bold attempts and explorations, build various international scientific and technological cooperation platforms, create an innovation-friendly policy environment, strengthen policy and regulatory coordination, promote technical cooperation and achievement transformation, reduce and eliminate technical barriers, jointly promote breakthroughs and sustainable development of artificial intelligence technology innovation, deeply explore “artificial intelligence +” open application scenarios, and improve the level of global artificial intelligence innovation and development.
3. Promote artificial intelligence to empower thousands of industries. Promote artificial intelligence to empower industrial manufacturing, consumption, business circulation, medical care, education, agriculture, poverty alleviation and other fields, promote the in-depth application of artificial intelligence in autonomous driving, smart cities and other scenarios, and build a rich and diverse, healthy and good artificial intelligence application ecology. Promote the construction and sharing of intelligent infrastructure, carry out cross-border cooperation in artificial intelligence applications, exchange best practices, and jointly explore and promote artificial intelligence to fully empower the real economy.
4. Accelerate the construction of digital infrastructure. Accelerate the construction of global clean power, next-generation networks, intelligent computing power, data centers and other infrastructure, improve the layout of interoperable artificial intelligence and digital infrastructure, promote the construction of a unified computing power standard system, support countries, especially the Global South to develop artificial intelligence technology and services based on their own national conditions, help the Global South truly contact and apply artificial intelligence, and promote the inclusive development of artificial intelligence.
5. Create a diversified, open and innovative ecosystem. Give full play to the role of multiple subjects and platform mechanisms such as governments and industry and academia, jointly promote international exchanges and dialogues on artificial intelligence governance, build a transnational open source community and a safe and reliable open source platform, promote the open sharing of basic resources, lower the threshold for technological innovation and application, avoid duplicate investment and waste of resources, and promote the inclusiveness and accessibility of artificial intelligence technology services. Promote the construction of open source compliance systems, clarify and implement technical security guidelines for open source communities, promote the open sharing of development resources such as technical documents and interface documents, strengthen the construction of open source ecosystems such as upstream and downstream product compatibility and interconnection, and realize the open flow of non-sensitive technical resources.
6. Actively promote the supply of high-quality data. Promote the development of artificial intelligence with high-quality data, cooperate to promote the orderly and free flow of data in accordance with the law, explore the construction of a global mechanism platform for data sharing, and cooperate to create high-quality data sets to inject more nutrients into the development of artificial intelligence. At the same time, actively maintain personal privacy and data security, improve the diversification of AI data corpora, eliminate discrimination and prejudice, and promote, protect and preserve the diversity of the AI ecosystem and human civilization.
7. Effectively respond to energy and environmental problems. Advocate the concept of “sustainable artificial intelligence”, support the continuous exploration of innovative resource-saving and environmentally friendly artificial intelligence development models, jointly formulate artificial intelligence energy efficiency and water efficiency standards, and promote green computing technologies such as low-power chips and high-efficiency algorithms. Encourage dialogue and cooperation on energy conservation in AI development to find the best solutions. Promote artificial intelligence to empower green transformation and development, climate change response, biodiversity conservation and other fields, expand the application of artificial intelligence technology in related aspects, strengthen international cooperation, and share best practices.
8. Promote consensus on standards and norms. Support the promotion of dialogue among national standard-setting institutions, rely on international standards organizations such as the International Telecommunication Union, the International Organization for Standardization, and the International Electrotechnical Commission, attach importance to the role of industry, accelerate the formulation and revision of technical standards in key areas such as safety, industry, and ethics, and establish a scientific, transparent, and inclusive normative framework in the field of artificial intelligence. Actively eliminate algorithmic bias, balance technological progress, risk prevention and social ethics, and promote the inclusiveness and interoperability of standard systems.
9. The public sector takes the lead in deploying applications. Public sectors should become leaders and demonstrators in AI applications and governance, actively prioritize the deployment of reliable artificial intelligence in public services such as healthcare, education, and transportation, and strengthen international exchanges and cooperation. At the same time, the security of the above artificial intelligence systems is regularly evaluated, and intellectual property rights such as patents and software copyrights are respected. Strictly abide by data and privacy protection, actively explore the lawful and orderly trading of training data, jointly promote the compliant, open use of data, and improve public management and service levels.
10. Carry out artificial intelligence security governance. Carry out AI risk research and judgment in a timely manner, propose targeted prevention and response measures, and build a security governance framework with broad consensus. Explore classified and hierarchical management, establish an artificial intelligence risk testing and assessment system, and promote the sharing of threat information and the construction of emergency response mechanisms. Improve data security and personal information protection standards, and strengthen data security management in training data collection, model generation, and other links. Increase investment in technology research and development, implement security development specifications, and improve the interpretability, transparency, and safety of artificial intelligence. Explore the traceability management system of artificial intelligence services to prevent the misuse and abuse of artificial intelligence technology. Advocate the establishment of an open platform, share best practices, and promote international cooperation in AI security governance on a global scale.
11. Jointly implement the Global Digital Compact. Actively implement the relevant commitments of the United Nations Future Compact and its annex, the Global Digital Compact, adhere to the United Nations as the main channel to help developing countries bridge the digital divide and achieve fair and inclusive development, and promote the construction of an inclusive and equitable multilateral global digital governance system based on compliance with international law, respect for national sovereignty and development differences. Support the establishment and operation of two mechanisms, the International Artificial Intelligence Scientific Group and the Global Artificial Intelligence Governance Dialogue, under the framework of the United Nations, and conduct meaningful discussions on global AI governance, especially promoting the safe, equitable and inclusive development of artificial intelligence.
12. Strengthen international cooperation in artificial intelligence capacity building. Put international cooperation in AI capacity building in a prominent position on the global AI governance agenda, and encourage leading AI countries to support developing countries to strengthen comprehensive capacity building in AI innovation, application, and governance through cooperation in AI infrastructure construction, joint laboratories, mutual recognition platforms for security assessment, AI capacity building education and training, AI industry supply and demand docking activities, and joint construction of high-quality artificial intelligence datasets and corpora. Jointly improve the public’s artificial intelligence literacy and skills, especially to protect and strengthen the digital and intelligent rights and interests of women and children, and bridge the intelligence gap.
13. Build an inclusive governance model with multi-party participation. Support the construction of an inclusive governance platform based on public interests and the participation of various subjects. Encourage AI companies from all countries to engage in dialogue and exchanges, learn from their respective application cases in different fields of artificial intelligence, and promote AI innovation, application, ethics and safety cooperation in specific fields and scenarios. Encourage various research think tanks and international forums to build global and regional exchange and cooperation platforms to ensure that AI researchers, developers, and governance departments in various countries maintain technical and policy communication.
