Launch of the Global Dialogue on AI Governance

A High-level Meeting will officially kick off the Global Dialogue on AI Governance. The meeting seeks to build on the political momentum generated by the Global Digital Compact, provide updates on the latest developments in AI, and stimulate cross-sectoral dialogue on ensuring AI governance that is both accountable and inclusive.
The event will open with remarks from senior UN and global leaders, including H.E. Annalena Baerbock, President of the General Assembly, and H.E. António Guterres, Secretary-General, alongside co-facilitators of resolution 79/325, H.E. Pedro Sánchez Pérez-Castejón, Prime Minister of Spain, and H.E. Arnoldo André Tinoco, Minister of Foreign Affairs of Costa Rica. Additional high-level contributions will come from leaders such as H.E. Dasho Tshering Tobgay, Prime Minister of Bhutan, H.E. Lana Zaki Nusseibeh, Minister of State of the UAE, and H.E. Ma Zhaoxu, Executive Vice Minister of Foreign Affairs of China. These opening remarks are designed to highlight practical examples of how AI can unlock economic growth and development, particularly in the Global South.
Following the opening, the plenary segment will provide a platform for member states, observers, UN entities, and other stakeholders to present their perspectives on Building Agile, Responsive and Inclusive International AI Governance for Humanity. Statements will alternate between governmental and non-governmental actors to ensure a balanced, multistakeholder dialogue. Discussions will be guided by key questions addressing international AI risks, governance frameworks that promote innovation while safeguarding human rights, the adaptability of cooperation frameworks to rapid technological change, and strategies for bridging policy capacity gaps through collaboration with scientific, technical, private sector, and civil society actors. To ensure broad participation, statements are time-limited and organised via the e-deleGATE platform, with observers and UN system entities able to register through designated channels.
The meeting will conclude with a brief summary delivered by a youth representative from the technology community, Joon Baek, emphasising the perspectives of younger generations in AI governance.
The Global Dialogue on AI Governance is tasked, as decided by the UN General Assembly, with facilitating open, transparent and inclusive discussions on AI governance. The Dialogue focuses on safe, trustworthy AI; bridging capacity and digital divides; social, ethical, and technical implications; interoperability of governance approaches; human rights; transparency and accountability; and open-source AI development.
It will meet annually for up to two days alongside UN conferences in Geneva or New York, featuring high-level government participation, thematic discussions, and an annual report presentation.
Initially, it will be held back-to-back in the margins of the International Telecommunication Union Artificial Intelligence for Good Global Summit in Geneva, in 2026, and of the multistakeholder forum on science, technology and innovation for the SDGs in New York, in 2027.
