ITU Council 2025
The International Telecommunication Union (ITU) will convene its annual Council session from 17 to 27 June 2025 at its headquarters in Geneva, Switzerland. As the primary governing body between Plenipotentiary Conferences, the Council plays a central role in steering the Union’s work across a wide range of issues, including global digital policy, infrastructure development, and the evolving landscape of emerging technologies.
This year’s session will focus on key governance and operational matters, including the review and adoption of the 2026–2027 biennial budget, oversight of ITU programmes, and strategic planning for the 2028–2031 cycle. Member states will also prepare for major forthcoming conferences and strengthen coordination with regional and international stakeholders.
Ahead of the formal opening, councillors will be invited to a workshop on 16 June titled AI in Action – Exploring Opportunities for Diplomacy and Governance. The workshop aims to equip delegates with a deeper understanding of how AI is shaping multilateral processes and public policy.
Throughout the session, a series of briefings and side events will provide space for deeper engagement. On 18 June, an information session will offer updates on the World Summit on the Information Society (WSIS) review process, while a session on 20 June will focus on the ITU-led AI for Good initiative. On 23 June, delegates will be introduced to the draft Strategic Plan for 2028–2031, outlining the organisation’s long-term priorities. A highlight of the week will be the inauguration of the Giga Connectivity Centre on 25 June at Geneva’s Campus Biotech, co-hosted by ITU, UNICEF, Switzerland, and Spain.
In addition to the official programme, delegates will have opportunities to join physical and leisure activities organised by the Staff Council’s Sports and Leisure Committee, providing informal spaces for networking and relaxation.
The Council session is open to member states of the Council, observers, regional telecommunications bodies, and designated sector members. Registration is required via ITU’s official channels.
