First Meeting of the Global Commission on the Stability of Cyberspace (GCSC)

The Global Commission on the Stability of Cyberspace (GCSC) will convene its first meeting of 2019 on 22-23 January in Geneva, Switzerland. The meeting is held in partnership with the United Nations Institute for Disarmament Research (UNIDIR).

On 22 January, the Commission will hold public CyberStability Hearings, hosted by UNIDIR. These hearings will provide a unique opportunity for dialogue between the Global Commission and actors working in these areas on stability in cyberspace and its implications for the mandates and activities of distinct international communities.

During the hearings, GCSC Commissioners will conduct multistakeholder dialogue on cyber stability, and will provide advanced insight into some of the current developments and thinking on international law and norms of responsible behavior in cyberspace, implementation and enforcement mechanisms, and the ways forward for the international security architecture in cyberspace. On 23 January, the Commission will hold a closed session to advance its agenda, including the implementation of proposed norms, defining elements of cyber stability, and potential recommendations for the future of the international security architecture in cyberspace.
