2025 Conference on International Cyber Security

The 2025 Conference on International Cyber Security will be held in The Hague, Netherlands, on 4–5 November 2025, under the theme ‘Order, disorder, re‑order? Geopolitics and the transformation of cyberspace.’ It will bring together scholars, practitioners, policymakers and technical experts from a range of disciplines to explore how shifts in global power, digital infrastructure and corporate agency are reshaping the cyber domain.
Across two days, the conference will examine questions such as: Are we moving toward digital anarchy or can new norms and regimes emerge? How do states engage with autonomous digital companies and non‑state actors in cyber operations? What role do international law, governance frameworks and multistakeholder cooperation play in re‑ordering cyberspace?
Participants will have the opportunity to contribute through peer‑reviewed papers and sessions that span international relations, law, security studies, engineering and technology. A Best Paper Prize and potential travel funding are available for selected contributors.
