The National Digital Agenda 2020–2030 of El Salvador is a ten-year plan developed by the Secretariat of Innovation of the Presidency. Its purpose is to drive the country’s digital transformation by modernising government, strengthening innovation, and expanding access to digital services. The agenda highlights that although El Salvador has taken steps toward digitalisation since the 1990s, such as creating policies on information technology and e-government programs, important challenges remain in governance, regulation, and cybersecurity. It frames digital transformation as a national effort, requiring collaboration between the state, private sector, academia, and civil society.

The strategy is organised around four main pillars. The first is digital identity, which focuses on creating a unified national digital ID, electronic signatures, and modernised civil registries to streamline access to services. The second is innovation, education, and competitiveness, aimed at building a national innovation ecosystem, improving digital literacy, encouraging entrepreneurship, expanding broadband connectivity, and advancing financial technologies. The third pillar is modernisation of the state, which includes digitising public records, deploying interoperable government platforms, promoting electronic invoicing, and increasing transparency through open data. The fourth is digital governance, designed to create a supportive legal framework, enhance cybersecurity, protect personal data, regulate e-commerce, and use technology to support environmental sustainability.

The agenda also sets concrete commitments and measurable goals. These include implementing electronic health and education records, advancing smart cities projects, rolling out 4G and 5G networks, and adopting laws for e-commerce, digital identity, and telework. It emphasises joint investment from government and the private sector, alignment with the UN sustainable development goals, and continuous monitoring of results. Ultimately, the plan seeks to position El Salvador more strongly in international competitiveness and innovation rankings, while ensuring that digital transformation delivers practical benefits for all citizens.
