The national data governance strategy (Stratégie Nationale de la Gouvernance des Données ) of Côte d’Ivoire is a strategic framework adopted in 2024 to guide the country’s use and management of data through to 2030. It seeks to make data a central tool for informed public decision-making, improved service delivery, and responsible digital development. The strategy is aligned with national development plans such as the PND 2021–2025 and the SNNCI 2025, as well as with continental frameworks established by the African Union to foster a coherent and interoperable data environment across African states.

The document sets out six main areas of action: promoting a data-oriented administrative culture, strengthening digital infrastructure, ensuring interoperability and secure access to data, improving the quality and reliability of data, encouraging innovation, and developing relevant technical and institutional skills. Its objectives include establishing legal and institutional mechanisms for data governance, increasing broadband access and public connectivity, digitising all public services, and building national capabilities in areas such as cybersecurity, artificial intelligence, and data analysis. It further introduces performance targets such as becoming the leading African country in the Global Cybersecurity Index and achieving 100 per cent digitalisation of public administrative procedures.

Implementation of the strategy is supported by a detailed action plan consisting of 93 projects and 27 reform measures, accompanied by a performance monitoring framework and a budget model that relies on public-private collaboration. The document includes timelines, risk assessments, and institutional arrangements for oversight. Emphasis is placed on legal harmonisation, structured data classification, responsible cross-border data flows, and increased capacity for data stewardship. The strategy reflects Côte d’Ivoire’s intent to strengthen its digital governance foundations while maintaining safeguards for privacy, ethical data use, and national sovereignty.
