The Digital Development Concept of the Republic of Azerbaijan, approved by the Presidential Decree on 16 January 2025, presents a comprehensive framework to transform Azerbaijan into a digitally empowered society, economy, and government. It outlines a long-term vision for accelerating economic growth, enhancing public service delivery, and improving citizens’ quality of life through the application of digital technologies.

At the heart of the concept is a shift toward a ‘digital government‘ model that replaces traditional administrative procedures with fully digital, data-driven services. This includes eliminating paper-based processes, creating integrated and interoperable digital systems, and ensuring accessibility and transparency in public administration.

The concept prioritises:

  • Developing digital infrastructure, including expanding high-speed internet, 5G networks, and data centres.
  • Applying advanced technologies such as AI, blockchain, big data analytics, and cloud computing across sectors.
  • Improving cybersecurity and digital trust to safeguard national data, critical infrastructures, and individual privacy.
  • Fostering digital literacy and workforce readiness by enhancing education, training, and professional development in ICT fields.
  • Supporting private sector digitalisation, particularly for SMEs and startups, through regulatory incentives, technical support, and public-private partnerships.
  • Enhancing data governance, with a focus on data integration, standardisation, and secure access across government and economic actors.

By 2027, Azerbaijan aims to have optimised public administration, improved digital service quality, increased citizen satisfaction, and established global competitiveness in digital innovation and technology adoption. This transformation is supported by a governance structure led by a Digital Development Operator, responsible for coordinating strategy implementation, assessing progress, and ensuring inter-agency alignment.
