Strategies and Action Plans

​The I-Strategy Rijk 2021–2025 is the Dutch central government’s comprehensive roadmap for digital transformation. Developed collaboratively by Chief Information Officers (CIOS) across ministries and major executive agencies, the strategy aims to harness the transformative power of digitalisation to create a secure, human-centred, transparent, and effective digital future. ​


Ten Core Themes of the I-Strategy

The strategy is structured around ten interrelated themes that guide the government’s digital transformation efforts:​

  1. I at the heart: Positioning information (the ‘I’) centrally in policy-making, oversight, and implementation to ensure that digital considerations are integral from the outset.​
  2. Digital resilience: Enhancing cybersecurity measures to protect government operations and data against evolving digital threats.​
  3. ICT landscape: Simplifying and modernising the government’s ICT infrastructure to improve efficiency and service delivery.​
  4. Generic provisions: Developing standardised digital tools and services, such as the Digital Workplace for the Central Government, to promote consistency and interoperability.​
  5. Information management: Ensuring the accuracy, accessibility, and preservation of government information to support transparency and accountability.​
  6. Data and algorithms: Promoting responsible and ethical use of data and algorithms to enhance decision-making and public services.​
  7. I-Skills: Investing in the digital skills of government employees to ensure they are equipped to navigate and implement digital initiatives effectively.​
  8. Transparency and insight: Improving the visibility of government digital activities to foster trust and enable informed oversight by Parliament and the public.​
  9. I-Governance: Strengthening governance structures to oversee digital transformation efforts and ensure alignment with strategic objectives.​
  10. Market and innovation: Collaborating with private sector partners to leverage innovation and drive the development of new digital solutions.​

Strategic objectives

The I-Strategy Rijk 2021–2025 sets forth several key objectives to guide the government’s digital transformation:​

  • Human-centred approach: Ensuring that digital initiatives prioritise the needs and rights of citizens, promoting inclusivity and accessibility.
  • Risk awareness: Maintaining vigilance regarding potential risks associated with digitalisation, including cybersecurity threats and ethical considerations related to data use.​
  • Continuous adaptation: Regularly reviewing and updating the strategy to respond to technological advancements and changing societal needs.
