Summary

The mandate of the Special Rapporteur on the right to privacy began on August 1, 2015, with annual reports submitted to the Human Rights Council and the General Assembly. This third and final report of the current mandate reviews activities and achievements over the past three years, lessons learned, and future directions. The report is divided into four parts: an introduction, a description of activities and achievements in eight mandate areas, an outline of work on privacy protection and surveillance including a draft legal instrument and recommendations, and a discussion on mandate terms and required clarifications. Since the mandate’s inception, the right to privacy has been reinforced at international and regional levels, and by the Human Rights Council in resolution 34/7, highlighting its importance for the enjoyment of other rights and individual development. The Special Rapporteur’s work is guided by international privacy laws and Council resolutions.
