Greece’s national artificial intelligence (AI) strategy, titled A Blueprint for Greece’s AI Transformation, sets out a comprehensive vision for how the country can embrace, harness, and guide the deployment of AI technologies in ways that benefit its citizens, society, and economy. The blueprint acknowledges the transformative potential of AI across nearly every domain of human activity—from healthcare to education, from public service to entrepreneurship—while recognising the ethical, social, and regulatory responsibilities that come with it.
The strategy emerges from the urgent need for Greece to establish its role in the rapidly advancing global AI landscape. Although Greece is a relative newcomer in this space, it seeks to carve a niche through well-structured policies and targeted initiatives designed to help it leapfrog ahead, overcoming historical limitations in infrastructure, talent, and innovation ecosystems.
The document is the result of a collaborative, multi-disciplinary effort led by a high-level committee of Greek and international experts. It presents a dual approach: first, building internal capacity through education, research, and human capital; second, deploying AI responsibly within the public sector and across key industries to maximise value and inclusion.
The national AI strategy is grounded in a clear vision: to prepare Greek society for the AI transition by fostering an innovation-driven economy, promoting social equity, protecting democracy, and advancing sustainable development. To realise this vision, the strategy introduces a values-based foundation and a series of flagship programs that will drive implementation across sectors.
In addition to laying out guiding principles—such as human dignity, participation, transparency, adaptability, and international collaboration—the blueprint identifies critical areas of intervention, supported by six flagship programs. These programs prioritise ethical data governance, world-class research and education infrastructure, widespread AI literacy, ecosystem development, cultural preservation, and leadership in global AI ethics.
The strategy focuses on four domains of action: innovation and entrepreneurship, education and research, regulatory reform, and public sector transformation. Each domain is addressed through targeted recommendations that aim to enhance Greece’s AI capabilities, foster public-private collaboration, build trust in AI systems, and ensure inclusivity in AI benefits.
Through this blueprint, Greece aspires not only to adopt AI but to shape its development in ways that reflect the country’s cultural richness, democratic values, and commitment to social progress. The strategy calls for sustained political will, cross-sectoral cooperation, and international engagement to ensure that Greece emerges as a model nation in the age of AI.
