July 2024
Strategies and Action Plans
Kazakhstan’s strategy for 2024–2029 focuses on leveraging artificial intelligence (AI) as a critical driver for economic growth and technological advancement. The initiative seeks to integrate AI technologies across various sectors while building a robust framework for innovation, education, and governance.
Objectives and main directions
- Strategic goals: Establish Kazakhstan as a global leader in AI innovation, enhance economic productivity, and improve the quality of governance.
- Focus areas: Data management, infrastructure, human capital, research and development, and regulatory frameworks.
Data management
Kazakhstan plans to improve the accessibility and quality of data for both public and private sectors. Open data policies will ensure broader access, while Smart data ukimet, a centralised data lake, will facilitate the creation of high-quality training datasets. This approach includes setting up comprehensive guidelines and processes to eliminate redundancies and improve the reliability of available data.
Infrastructure development
The development of cutting-edge infrastructure is a priority. A supercomputer and advanced data centres will be established to provide essential computational resources. The national AI platform will be designed to serve diverse users, from private enterprises to research institutions. Moreover, broadband initiatives and the rollout of 5G technology will ensure connectivity for urban and rural areas alike.
Human capital development
A critical focus will be the creation of a highly skilled workforce equipped for AI innovation. Specialised training programs will be integrated into educational curricula and regional centres of competence will be established to foster skill development. Partnerships with global tech firms will bring international expertise to local talent, and public awareness about AI will also be enhanced through accessible educational resources and campaigns.
Scientific research and development
Investments in research will target AI integration in key sectors like healthcare, agriculture, and energy. The development of language models such as KazLLM will promote the use of the Kazakh language in digital technologies. Collaboration between academia, business, and the public sector will ensure a seamless flow of innovations.
Regulatory frameworks
Kazakhstan will modernise its legal and ethical guidelines to accommodate AI applications. This includes creating standards to address data security, algorithmic fairness, and risk management. Adaptive regulatory practices will ensure that the legal framework evolves alongside technological advancements.
Challenges and risks
The initiative recognises potential challenges, such as insufficient funding, a shortage of AI experts, and gaps in legal frameworks. These will be addressed through diversified investment strategies, robust training programs, and adaptive legislative measures. Ensuring competitiveness and mitigating talent drain will also be a priority.
Expected outcomes
The implementation of this strategy will lead to significant economic growth across multiple sectors. AI will enhance public services, education, and governance, promoting transparency and efficiency. Kazakhstan aims to secure a competitive position on the global stage, fostering an ecosystem of innovation and sustainable development.
