The Tanzania e-Government Strategy 2022 aims to leverage information and communication technology (ICT) to enhance public service delivery. By focusing on efficiency and effectiveness, the strategy seeks to position Tanzania as a connected, integrated and coordinated digital government.
Vision
The vision of the Tanzania e-Government Strategy 2022 is to establish a connected, integrated, and coordinated digital government that delivers public services efficiently and effectively. This vision emphasises creating a government that leverages advanced technology to improve service delivery, bridge the digital divide, and promote socioeconomic development across all regions of the country.
Mission
The mission of the strategy is to provide innovative and secure e-government solutions that enhance the quality, efficiency, and effectiveness of public service delivery. The mission supports the broader goal of building a robust digital economy and ensuring that citizens, businesses, and government institutions benefit from accessible and reliable digital services.
Strategic approach
The strategy envisions a transformative shift in how the government operates by leveraging technology to streamline processes, improve accessibility, and foster innovation. By aligning with national priorities such as Vision 2025 and the Fourth Industrial Revolution, the mission seeks to create a public sector that is not only efficient but also transparent and responsive to the needs of its stakeholders. The guiding principles ensure that all initiatives are user-centric, sustainable, and inclusive, promoting equity and fostering trust in e-government solutions.
Strategic pillars
- Connected government: This pillar involves the establishment of shared data centers and broadband ICT infrastructure to connect all government institutions. It emphasises expanding the GovNet network to underserved rural communities to ensure digital inclusion.
- Institutional collaboration and coordination: The focus here is on fostering collaboration among public institutions to reduce inefficiencies. It includes implementing data-sharing platforms and integrating business processes across sectors.
- E-government services: This pillar prioritises the delivery of accessible and inclusive digital services for citizens and businesses. Foundational services, such as civil registration, and dependent services, like billing and property management, are emphasised.
- E-government research and innovations: The government aims to foster research initiatives and develop homegrown solutions to enhance service delivery. Public-private partnerships in technology innovation are encouraged to drive advancements.
- Cyber-security ecosystem: To address the growing risks of cyber threats, this pillar focuses on establishing robust measures to secure government systems and citizen data. A coordinated cyber-security framework is a key component.
- Human capital development: This involves equipping ICT professionals in the government with advanced skills and promoting digital literacy among the general population to ensure effective use of e-government solutions.
- Policies, legal, and institutional framework: The strategy emphasises the development of comprehensive policies and regulations to support digital transformation. These frameworks aim to align with Tanzania’s national development goals, including Vision 2025.
Key challenges addressed
The strategy identifies several critical challenges. Non-interoperable systems have hindered efficiency, and the solution lies in unified platforms. Rural areas face inadequate ICT infrastructure, which necessitates expanding broadband access. Cybersecurity vulnerabilities have been a growing concern, prompting a focus on establishing protective ecosystems. Digital literacy gaps among citizens and government staff remain significant obstacles, requiring targeted awareness campaigns and skills development programs.
Implementation and monitoring
The strategy underscores the importance of stakeholder engagement and the adoption of a robust monitoring and evaluation framework. Continuous reviews and updates will ensure that the strategy remains relevant to the nation’s needs and aligns with technological advancements.
