The Development of Digitality for Economy and Society Act, B.E. 2560 (2017) was enacted to lay the groundwork for Thailand’s digital transformation. The act was designed to ensure that the nation’s digital infrastructure and policies promote economic growth, social equity, and innovation. It emphasises the integration of digital technologies across industries, supporting a sustainable and inclusive digital economy.
Digitality, as defined in the act, encompasses the application of digital technology to represent, process, and manage data. The act envisions a future where digital technologies enhance the efficiency and effectiveness of industries such as commerce, education, agriculture, public health, and logistics. The act also aims to bridge the digital divide by fostering equal access to digital tools and services.
The act outlines a comprehensive framework that includes the following key elements:
1. National policy and plan for digital development
- Goals and directions:
- Ensure optimal use of digital technology for resource efficiency and improved public services.
- Develop comprehensive digital infrastructure covering terrestrial, maritime, and satellite systems.
- Promote digital technology applications and secure, interoperable standards.
- Foster innovation in digital industries and reduce disparities in digital access.
- Implementation:
- All state agencies must align their plans and activities with the national digital development policy.
2. Establishment of governing bodies
- National Commission on digitality for economy and society:
- Headed by the Prime Minister, the commission formulates policies, oversees their implementation, and ensures alignment with national goals.
- Specific committees:
- Focused on digital infrastructure, promotion, and industry-specific initiatives.
3. Development fund
- Digitality for economy and society fund:
- Financed through government subsidies, license fees, donations, and revenue from digital technology applications.
- Supports research, development, and implementation of digital initiatives in public and private sectors.
4. Digital economy promotion
- Digital economy promotion agency:
- Established to stimulate innovation, foster digital entrepreneurship, and promote digital literacy.
- Works with state and private sectors to advance digital technology’s role in cultural, economic, and social contexts.
5. Transparency and accountability
- Financial operations and policy implementations are subject to audits and annual reporting. Independent appraisers evaluate the progress and effectiveness of digital initiatives.
6. Inclusive transition
- Ensures personnel from legacy organisations (e.g. Software Industry Promotion Agency) are integrated into the new framework, with fair severance terms for those not retained.
This plan, grounded in robust governance, aims to propel Thailand into a competitive global digital economy while addressing local needs for social equity and technological literacy.
